Consular registration is an administrative procedure concerning Algerian nationals who legally reside in a foreign country.
It is a prerequisite for benefiting from the protection and various services provided by consular representations.
The consular registration card is issued free of charge. It is valid for five (5) years; its renewal must be requested.
Individuals wishing to register for the first time must personally appear at the consulate that covers their place of residence.
Minor children (under 19 years old) are registered at the request of the holder of parental authority. In the case of divorce, the divorce judgment must be presented.
After registration, any change in status (civil status, address, occupation, etc.) must be reported to the consulate with the corresponding supporting documents.
In the event of permanent return to Algeria, any registered person must request to be removed from the consular registration database.
Extension of the Consular Card:
- To renew the consular card, the following documents must be submitted or presented:

the expired consular card

two (2) recent color passport photos, taken from the front and from the same series

the residence permit and a photocopy of the residence permit

in case of an address change, the new registration certificate

Important:
In the event of an address change, the consular section must be informed. If a change of residence results in moving to another consular district, the person concerned must present their consular card, registration certificate, and valid residence permit at the new consulate responsible for them. This allows the update to be made without having to submit all the documents required for initial registration again.
According to Article 36 of Presidential Decree No. 02-405 of November 26, 2002, concerning consular functions, and in particular Articles 26 and 27, removal from the consular registers is carried out in the following cases:

Death

Permanent return to Algeria

Change of consular district

Upon handwritten request for removal

Absence for more than 10 years
Removal from the consular registers also leads to removal from the electoral roll during annual and exceptional revisions, which allow for the updating of the electoral register.
A stamp fee is required for the issuance of a removal certificate.
In accordance with Article 36 of Presidential Decree No. 02-405 of November 26, 2002 on the consular service, particularly Articles 26 and 27, the deletion from the consular immatriculation registers is carried out in the following cases:
- Death.
- Final return to Algeria
- Change of consular district.
- On handwritten request requesting the cancellation.
- Absence for more than 10 years.
Removal from the registration books leads to removal from the electoral roll during annual and exceptional revisions that allow for the electoral roll to be cleared.
A fee is required for the issuance of a certificate of deletion.
Documents required for first-time registration:

The completed, dated, and signed registration application form, available for download (see the Forms section).

An Algerian identity document (passport or Algerian national identity card).

A photocopy of the first three pages of the passport, plus the pages showing the entry visas for German territory.

An Algerian nationality certificate or, if unavailable: If the applicant was born in Algeria, a full copy of the applicant's birth certificate and that of the father; and if the applicant was born abroad, an extract of the birth certificate transcribed at the consulate covering the place of birth (see the Civil Status section: Transcriptions), along with full copies of the father's and paternal grandfather's birth certificates, both born in Algeria.

The naturalization decree if the applicant has acquired Algerian nationality.

The residence permit or the receipt of its renewal application, or a valid French national identity card, along with a photocopy.

A recent proof of residence (dated within the last 3 months), such as a rent receipt, electricity bill, or other document, along with a photocopy.

A sworn statement from the host, legalized by the local town hall, as well as a recent proof of residence, for individuals staying with others.

A proof of employment: payslip, school certificate, pensioner's card, or other document, as applicable, along with a photocopy.

Four (04) recent passport-sized photos (3.5 x 4.5 cm), taken from the front and identical in size.

The marriage certificate or a copy of the family booklet for married individuals.

The divorce judgment (original and a photocopy) for divorced women.
The spouse and minor children born to an Algerian father or an Algerian mother are registered as dependents.
The spouse must present the same documents listed above, along with a marriage certificate.
Documents required for minors:

If the child was born in Algeria, a full copy of the birth certificate.

If the child was born abroad, an extract of the birth certificate transcribed at the consulate covering the place of birth.

A photocopy of the residence permit or the French national identity card, along with a photocopy.

Two recent passport-sized photos, identical in size.
Important:
The presence of the father or the legal guardian is mandatory for the issuance of any document on behalf of a minor.
